If you don't have a car, the best place to stay is near the train station. Depending on the season, the hotel prices can be quite high. I would suggest you a private room, in a hostel. We found one right next to the station, reasonable price, nice location and very nicely maintained:

For Rome, I would defintely discourage using a car!
